GCHQ Christmas Puzzle

I received the GCHQ puzzle book for Christmas and amongst hundreds of other puzzles there is the start of this year's competition. The closing date is on the 28th February and here is the double page that starts it. I've made some progress, but I thought I'd put this here so you can make a start before Term starts.
